Majority rule breaking out all over

New California Assembly Speaker John Pérez is seeking to change the state's constitution to allow budgets to pass with a simple majority vote.  Supermajority budget passage rules are far from the state's only problem, but they're a big one.  Good luck, Mr. Speaker.
